Sakurakouji Sakura é uma garota que parece ser graciosa e modesta, mas na realidade é muito habilidosa nas artes marciais. Um dia andando de ônibus ela acaba testemunhando um garoto da sua idade em volta de pessoas queimando com uma espécie de fogo azul. No dia seguinte ela acaba voltando para aquele lugar, mas não tem mais nenhuma evidência de qualquer assassinato ali e ainda mais estranho é o fato que o novo aluno transferido para a sua classe se parece exatamente com o garoto que ela viu antes. Seu nome é Oogami Rei, ele é um Code Breaker, aquele que não existe. Ele aparentemente é um assassino de sangue frio, seguindo o princípio de “olho por olho”, usando “o mal contra o mal”. Sakurakouji acha que matar não está certo e resolve o deter, tentando entrar em seu coração “de gelo”. Porém não será tão fácil assim.

One rainy night, high school student Sakura Sakurakoji sees people being burned alive. At school the next day, she meets new transfer student Rei Ogami, the boy she believes was with the burning people. Sakura then resolves to uncover Rei's involvement.
