No subsolo de um prédio de vários andares, na esquina de uma rua comercial perto do distrito comercial, existe um certo restaurante. Um restaurante histórico, de 70 anos de idade, conhecido pela placa com a imagem de um gato: o Culinária Ocidental Nekoya. Durante a semana, é um restaurante como qualquer outro; contudo, aos sábados, ele abre apenas para alguns clientes bastantes diferentes. Nesse horário, portas para várias áreas de um mundo paralelo se abrem, e clientes de várias raças e culturas diferentes adentram o lugar.
