Kokusai é aluno de uma escola só para meninos. Ele é muito popular, chegando até a se tornar o presidente do Conselho Estudantil. Mas ele necessita de um vice-presidente… E é então que ele pede esse favor do seu kouhai (calouro) e rival do time de judô: Hasuhiro Chiga.
